대규모 단지로 문화, 복지, 행정을 각각 배려한 공간배분과 시설계획으로 기능적 요구를 우선적으로 고려하고, 각 공간을 유기적으로 연결하여 복합타운으로서 시너지 효과를 창출하고자 하였다. 시민마당, 행사마당, 가로공원 등 대규모 행사가 가능한 시민공동체의 장을 제공함과 동시에 석성산과 금학천을 연계하여 자연을 끌어들이는 솔바람길을 조성하여 직원과 시민의 공원으로 일상적 이용을 고려했다. 행정타운의 중심부에 경전철 역사와 연계되는 문화마당을 조성하여 자연스럽게 사람들이 모이고 이벤트가 일어날 수 있도록 하였다.

This is designed to consider a functional desire by planning and zoning a huge communities and to create synergy effect as a complex town that is linked each other organically. Communities like citizen plaza, event plaza, street park are offered to citizen. For staff-members and citizen Solbalam-gil(street) is made, which attracts the nature of Seokseong-san(mountain) and Geumhakcheon(stream). Culture plaza, connected to LRT station at the center of the administration town, is prepared so that the various events can be occured naturally in this area.
